My advice is to open an ASRock support request providing accurate information about installed hardware and steps taken to try to solve the problem

Just finished a 7800x3d/4090 build and im tearing my hair out trying to solve this issue. I'm using a B650e taichi board. When I look at gpu z my gpu is only operating in x8 1.1 no matter the load. If I bifurcate the pcie slot in the bios to x8x8 I can get the gpu to operate in x8 4.0 which is okay but I want it running in x16 4.0 and nothing seems to be able to make that work.
