Hello, I have the same mobo and i am having the same problem and cannot get a reply from asrock suspport.

Hi, I have this board Asrock E3C246D4U2-2L2T and no matter what I do the package C state is stuck at C3 (the time is split between C2 and C3). C3 is of course unacceptable. I'm using it with a Xeon 2144G (it goes to C7) and on another board the package C state goes down to C8.
