How are the 4 DIMMs arranged?
Since the 2 sets are NOT matched (never recommended), it would make a difference. I think they need to be arranged so that the CPU sees the matching DIMM on different channels, so the two channels look symmetrical.

I would do it this way:
Best (fastest) DIMM pair at A2, B2 slots.
Worse (slower) DIMM pair at A1, B1 slots.

If that doesn't work, swap the sets. But I would never put mismatching DIMMs in different numbered slots.

I've no idea how CPU-Z orders the Slot number, but if it's in physical order, that would mean (according to motherboard manual):
CPU-z Slot #1 = Motherboard Slot A1
CPU-z Slot #2 = Motherboard Slot A2
CPU-z Slot #3 = Motherboard Slot B1
CPU-z Slot #4 = Motherboard Slot B2

If so, I'd want to see the matching DIMMs at CPU-z Slots #1/#3 and #2/#4, but that's not what I see.

I don't know about 16GB hardware reserve solution.

But I know solution to XMP, your PC boot twice is proof that XMP not compatible with bios version, there are a few ways to overcome them but all has it's limitation, no perfect solution, hence you've got to try which ever works or which you like.

Choices
A) Upgrade or downgrade bios and try to find which bioses is compatible with your XMP. Trial and error required.

B) manually find out your XMP full parameters and key in them, details in these posts history

1) vddr_SOC = 1.1v
2) cldo_VDDP = 1v
3) vddg_IOD = 1.1v
4) vddg_CCD = 1.1v

If you load XMP in bios, but the above voltages does not appear and remains in auto then it means the bios is lacking of library, the solution is key in them manually.

(Sorry for the bad English)
1. My AMD PC have 32Gb ram but only 15.9Gb RAM usable, and 16.1Gb RAM is "Hardware Reserved"
2. When i go to BIOS Setting, PC will restart 2 time (even i not change anything)
3. Turn on XMP Profile 2.0 and set frequency to 3000Mhz but in Task Manager show Ram frequency is 2133Mhz.
=> What can i do now?
My Spec:
-CPU: Ryzen7 2700X
-MotherBoard: X370 Killer SLI
-Memory: 2x8GB Gskill 3000Mhz, 2x8Gb Kimtigo 3200Mhz
-OS: Windows 10 64bit, version 22H2
