    <![CDATA[<strong>Author:</strong> <a href="https://forum.asrock.com/member_profile.asp?PF=27388">charles</a><br /><strong>Subject:</strong> 26019<br /><strong>Posted:</strong> 15 Jun 2023 at 9:03am<br /><br />I'm having no success booting a new build:<br /><br />Taichi X670E<br />Ryzen 9 7950X<br />4 x 64 GB Corsair Dominator Platinum DDR5 RAM<br />Corsair iCUE H100i Elite CPU Cooler<br />Thermaltake 850W Power Supply<br />Thermatake Core X71 Full Tower<br /><br />All the fans and LCDs turn on but the Dr. Debug error code is 00 and the machine is not booting. <br /><br />Also, the RESET SW pins, when shorted, are not rebooting the machine.<br /><br />I tried various combinations of removing memory, SATA, and USB connections to the CPU cooler, but always the same result, even after ten minutes, nothing changes.<br /><br />Any ideas on how I can determine what is wrong, whether it's the motherboard or the CPU?<br /><br />]]>
