Might have something to do with what Gen CPU you have

I read something about the 11th-gen Procesor providing something extra for the motherboard..

Recently switched to ASrock Z590 Steel Legend motherboard but unfortunately the top PCIE slot would not recognize my 4070 but worked fine in the bottom PCI-E slot.
