Return it if it's new and still under warranty. You can also contact ASRock support:

They will likely say the same however.

If it isn't new the only way to unbrick it is with a ROM flasher that has the
correct clip on interface for your BIOS chip. You will have to use Google-fu for

Hi,

I have a newly purchased AsRockH610M-HDV/M.2 and it came with BIOS 9.01.
All was working, and I successfully updated to 10.01 using Instant Flash.

Emboldened, I tried to update to the next version 11.04 at which time the machine just died after a second of flash loading.

How to de-brick the system?
