I have a new B760M PG Sonic wifi motherboard, i5 13400f CPU, thermalright peerless assassin 120 se, 32GB ram, rtx 4070 to and a 1000 W power supply.

The three noctua NFA-A14 PWM fans in the case won't go faster than 460 RPM even when I set them to full speed in bios. Also I haven't installed an OS yet and the CPU fans seem to be operating fine.

I am not sure what is causing the fan speed to be so slow.
