When I turn off the Prospect 700R PC Case/Power there is a message on the screen:

Connect SATA/USB plug (or something...)

I did notice the ASRock Steel Legend Motherboard Wi-fi USB Header/Plastic is kinda difficult to get that USB plug in... I think it was plugged in completely, but not entirely sure.

Could this be the issue ? Or is there another issue ?

The display of the PC case shows this message while off:

"please connect SATA/USB" Error Message"

Plus the USB Gen 3.2 c keyboard does not seem to work in BIOS so maybe it is related...
