Update.

I swapped out the graphics card for another, and everything worked fine. If the status lights go out and drive activity begins then yes, the board is detecting
everything it is looking for and proceeding to boot. If you have no display output
at this point then try different outputs from your GPU (not the ones on the motherboard)
as well as different display cables incase there is an issue there.

Do you have a GPU installed?

The i5-13400F does not have an iGPU, that is what the "F" designated. In other words,
