Make sure TPM 2.0 and Secure Boot are enabled in your BIOS settings. It's also a good idea to Microsoft's PC Health Check tool to confirm compatibility.

secure boot does not need to be enabled, it just needs to be available
that means:
boot drive needs on be on GPT prtition scheme
BIOS needs to be in UEFI mode (CSM off)
TPM needs to be enabled
secure boot on or off, doesnt really matter, up to user choice

The "(or upgraded to)" part is irrelevant. I only put it there to cover all possibilities.

The important part is that the current Windows 10 installation was done onto an MBR-partitioned disk, which cannot support Secure Boot. You need to clean-install into a GPT partitioned disk, or change the MBR to GPT (risky as far as I'm concerned).

Thanks for the Reply eccential, but I did use a fresh install W10 Pro when I built this pc, I actually have the W10 Pro OEM DVD sitting on my desk at the moment.

You must've installed (or upgraded to) Windows 10 with the disk configured with MBR (Master Boot Record), which won't work with UEFI. And UEFI is required for Secure Boot, among other things.

Quick search says there is a way to convert already-installed MBR to GPT (GUID Partition Table):

But I imagine there's a risk involved. That's all I'll say about it.
