I'm guessing the SSD adapter card is in slot PCIE5?

If so, then that seems to fit your board's specs, in a roundabout way:

6 x SATA3 6.0 Gb/s Connectors, support RAID (RAID 0, RAID 1, RAID 5 and RAID 10), NCQ, AHCI and Hot Plug

1 x M.2_SSD (NGFF) Socket 3, supports M.2 SATA3 6.0 Gb/s module and M.2 PCI Express module up to Gen2 x4 (20 Gb/s) (M.2_SSD (NGFF) Socket 3 is shared with the SATA3_0 connector)

If M.2 PCI Express module is installed, PCIE5 slot will be disabled.

So if the PCIE5 slot is in use, the M.2 slot won't be available. Since the M.2 slot shares resources with the SATA3_0 port, it follows it won't work too.

This is due to the limited number of PCIe 2.0 lanes that the 970 chipset provides.

This is also an example of why a detailed and exact description of the situation, such as which PCIE slots are being used, is critical in analyzing the problem.

Per spec for this motherboard:
""(M.2_SSD (NGFF) Socket 3 is shared with the SATA3_0 connector)""

So unless you have an M.2 drive installed on the board, SATA3_0 should work as intended for SSD/HDD/ODD

M.2 drive installed = No SATA3_0 as the M.2 shares the _0 resources. One or the other.

After reading on this site I see there is some connection between SATA3_0 and SSD 

my question is with a SSD on a card in a PCIe slot can SATA3_0 be used for non SSD drives?

 I have been having all kinds of problems with hard drives, DVD drives and installing OSs' until I plugged the HD into SATA3_1 and the DVD ino SATA3_2 leaving SATA3_0 empty.

 So what is the deal with SATA3_0 ?  I don't intend to use that port for a SSD I am a number cruncher not a gamer. I code and drive access isn't critical. I bought the 970 Performance for the 9590 support and the 64 GB of ram support.

 I assume this use of SATA3_0 for HD and or DVD is why my installs were so problematic. I now have both Windows 10 and Fedora 23 installed.  I will be installing the SSD soon so I am wanting to understand.
