The driver be installed. I could not get an old Samsung cell phone to be recognized in three different PCs. I tried to download a driver from Samsung, but it did not work.

Your PC with Windows 8.1 that works with the 5100 network card may have a driver that the new PC does not have. Many wireless network cards need to have its driver installed before the card is connected to the PC.

Here is a list of drivers and software for the 5100 wireless network card. It looks like support for the 5100 card ended in 2013:
