After testing with donors' hardware I found that PSU cause long start.
Somehow it unable to turn on immediately after Mobo has requested "power on". That behavior with significant delay confused me and I unable to blame PSU (because in standalone mode PSU works well).

My current suspects are: mobo, video, psu.

Lets pause topic: I'm going to borrow PSU/Video/Mobo and Test.
Unfortunately this is only one way I can go for now.

Two more symptoms:
1. Changed: mobo and psu won't start after connecting 4 +5 pin (green and black) of ATX while connector on the mobo. if I disconnect ATX - PSU starts
2. If you reset all, cleat cmos, press power button motherboard may start with 5-10 minutes delay.

2. The main problem that MB doesnt start. If I will see any code - this will be ok and MB will start

Interested thing: when I turn off PSU (switch on PSU), it tries to start on that event. Then turn on PSU - it starts without pushing PW Button. Really odd.


1. Nothing will occur w/o a processor installed, period.

2. Please refer to page 33 of your manual that came with your MB for what d6 means.

3. Please refer to page 26 of your manual that came with your MB and double check the cases wiring > to the MBs System Panel Header, PANEL1, are proper and polarity is correct.

Updates: 
I disassemblied my computer and leave only matherboard and PSU. It looks like dead.
No dr.Debug LED, no power led, no reset led, no psu power. PowerBtn doesnt work.
If I connect 4+5 pins PSU starting, but motherboard stays dead.

Unfortunately there isn't ASRock service in my city (I think isn't in country too).
Should I contact ASRock support directly instead of forum?

Onboard Chip: P1.10 both for bios a and b

After entering setup:
UEFI Version X99 Extreme6 P.3.20
ME FW Version 9.1.30.1008

Also forget to mention, I didn't any overlocking. Never.

PS. After entering UEFI I expected to fall into "failed scenario", but somewhy I was able to boot (at least once)

Hmmmm

Please do not do anything in my asking this.

To the right of the CMOS battery are your MBs two BIOS chips with stickers covering them. On said stickers is printed the BIOS revision the MB came flashed during production.

What is printed on the sticker(s)? And from within the BIOS, what does the BIOS report the revision as?

Shortly: After pressing "power on" nothing happens. Suspect software/UEFI bug.

Context: I bought computer 2 years ago with the following configuration:
  1. CPU - Intel Core i7-5930k
  2. Matherboard - ASRock X99 Extreme6
  3. RAM - Crucial Ballistix Sport < BLS4C8G4D240FSA > DDR-4 DIMM 32Gb KIT 4*8Gb
  4. GPU - MSI V317 GTX 980 GAMING 4G
  5. PSU - Seasonic 1250W (SS-1250XM) X-1250 Gold Modular
  6. SSD - SSD Samsung 850 Pro 512GB (MZ-7KE512BW)
  7. UPS - APC Back-UPS ES 700VA (BE700G-RS)
  8. Tower - Thermaltake Core V71 Black (CA-1B6-00F1WN-00)
All that stuff worked as expected: no issues, no bugs, no BIOS/UEFI updates (because all works).
2 years of work - so I assume I had assembled it correctly, hadn't it?

Now it is very hard to power on computer (PSU turn on/off dance, clear cmos, etc).
Here is successful scenario:
  1. Computer is off
  2. I press power button
  3. I see lan led is on
  4. I see onboard power button led and reset button led are on (red light)
  5. I see Bios_A red led
  6. I see dr. Debug working
  7. PSU is on, lights on tower working
  8. Computer boots Successfully
  9. Using my OS (Debian 8 or Windows, doesn't matter) I shutdown computer
  10. It stops all that stuff
  11. Shutdowns HDDs, SDDs
  12. Turns off PSU
  13. Turns off onboard power button led and reset button led
  14. Turns off Bios_A led (there are two BIOSes)
  15. Done
Now the failed scenario:
  1. Computer is off (after successful shutdown)
  2. I press power button
  3. Nothing happens, no lights, no button led, no psu power on, no fans. All looks dead.
  4. But I see that LAN led working. That is.
  5. Pressing power button changes nothing
  6. Holding power button for 4-6 sec turns off LAN led. Pressing power button again - send us to step 3
  7. Trying to turn off PSU, wait 15-20 sec, clear cmos - sometimes it starts (1 of 10)
  8. Sometimes when I turn off PSU in that state it tries to turn on and immediately switches off.
  9. That "turn off/reset/turn on" dance after 10 or more tries finally turns on my computer.
Then there are 2 cases. 
First one: computer turns on for few seconds, loads UEFI, pass post and then turns off (we now again in failed scenario)
Second one: it turns on and work as expected. Any number of reboots - all ok. System is stable, no BSOD, no kernel panics, etc. Only shutdown cause "failed scenario".

One last scenario - unfinished shutdown:
  1. Computer up and running
  2. I shutdown it or I go to UEFI, change any setting and press save (looks like this method uses something different instead of reboot)
  3. Fans turned off
  4. System halted
  5. Onboard Power Button Led stays ON
  6. Onboard Reset Button Led stays ON
  7. Onboard BIOS_A Led stays ON
  8. LAN Led stays ON
  9. Holding power button for 4-10 seconds doesn't turn off LAN led
  10. Now I'm in "failed scenario" again
Dr. Debug doesn't help (few times I saw code 79, but usually it turned off). I cleared CMOS many times.

What I did:
  1. Did a memory test - all ok
  2. Disconnected video card and other devices, tried start only motherboard+cpu+memory
  3. Tested PSU by connection PINS 4+5 (manual power on)
  4. Tried to switch to BIOS_B
  5. Tried to update bios to the latest
  6. Replaced battery (old one have about 3.0V, new one was 3.18V)
  7. Checked my assembly again (keeping in mind that it have worked for 2 years)
I also can check PSU output voltage, but I'm sure PSU is ok.
I don't know what to check next, how to debug boot process. 

Any ideas, help are appreciated.
