Have solved this myself already
The problem was in the boot loader you have the boot sequence but also the Disk boot order, there is have misplaced some settings then it installed again.

Motherboard is Asrock rack x470D4U/VN

I have been running Hyper-v server for some time, till i changed to test Proxmox.
Big mistake cuase something has triggert my MOBO to not get past loading files and then reboots in a loop

I have tried several combinations MBR/GPT

I always flash with usb rufus!

When i use GPT i do eufi only and MBR in legacy and eufi

Tried several combinations in the mobo settings, i am clueless why would it show loading files (installation files from windows) and then on the last moment it will reboot. and this over and over, i cant get it operational anymore.
