Hey Parsec, I hadn't changed ANYTHING on the BIOS other than tried to get the RAM to work at the 3000 instead of 2133... no idea where the CPU ratio was at as I wouldn't even be game to try and play around with it seeing as I know next to nothing about OC'ing. Is that something I may want to change? 

I followed Imakuni's suggestion and voila! It worked!!! I updated the BIOS and things worked almost straight away... almost 'cause the 1st time the memory still remained at 2133 even if on the BIOS mainpage it stated it was at 3000. Weird. Reset everything (XMP profile 1 and auto) and it 2nd time around did the trick. 

I also used the EZ OC feature to set my CPU to 4.4, it has other options like 4.6 and 4.8 etc but like I said, I'm very new to OC'ing and for now I feel like baby steps are the way to go for me. I do have a very decent cooler so if the computer struggles once I start editing my videos I may have to look more into the OC side of things and a lot more questions will be coming your guys, sorry! ;)

This is the second or third OC Tweaker screenshot I've seen recently of an ASRock Z170 board, that shows the Cache speed higher than the CPU speed.

The Target CPU speed is shown as 4000MHz.

If you manually change the frequency, you also have to manually input the timings and voltage, otherwise it'll never post.

At any rate, try a Bios update. Skylake was pretty finnicky with memory when it first came out.

This is what I tried 1st following JZ's suggestion

The computer took a while to post up once I enabled XMP (3-4min and that's on a SSD and Win10)

Then I changed from DRAM Frequency from Auto to DDR43000

It then wouldn't even post up... it took a good 10min after a couple of hard restarts to get it to post up which I'm assuming was the BIOS doing some fail safe thing once it realized something was up.

In CPU-Z, Frequency = DRAM Frequency*2. So in your case, 1066*2 = 2133. Your kit, for whatever reason, is still running at 2133mhz.

Are you sure you've enabled XMP? Can you take a couple pictures of your BIOS? Because if it was enabled, it should have gone into 3000mhz (or, in CPU-Z, 1500).
