Every time you change the memory configuration, you should be clearing the UEFI/BIOS with the jumper on the board.<br><br>The USB ports won't get power until later in the POST process, after they pass their POST testing. Memory is done before the USB ports, so if that is failing, the USB ports will never get power. That seems to be the case.<br><br>No mention of the PSU model. Is it new? If not, have you used it in the recent past?<br><br>I would remove the video card, and just use the onboard graphics. Clear the UEFI/BIOS after removing the video card, use one DIMM in the A1 or B1 slot.<br>]]>
