PCIe, RAM and PCH (chipset) mostly.

I tried to find a decent diagram that lays out what effect BCLK has on Haswell and Broadwell-EP but I can't seem to find the one I referenced a few years back anymore.

What would be the primary components to fail at more than 103mhz ? I know this is a vague question.  I only run a PCIE AMD radeon on the system and an m2 . I could give the system a try with higher voltage agents. I dont mind playing with the voltages a bit :)

Not really sadly. Haswell-EP and Broadwell-EP CPUs do not have unlinked BCLK like Skylake or Kaby Lake so the instability comes from other components being effected by the raised BCLK such as PCIe.

The only things you can try are voltage tweaks for your VCCIO VCCSA, PCIe, system agent etc. If there is a voltage setting google it to see what it is for and if upping it can increase stability. I doubt it will make any difference but if you are determined to try then be sure to double check everything via research before proceeding. Adjusting the wrong voltage or adjusting too high can fry your system. Personally I wouldn't recommend it.
