Alright, I've given up.  Two support people have emailed me and neither of them respond in any timely matter. Going on a week here with only 1 email correspondence. Is there a direct number to contact Asrock? They haven't gotten back to me in a couple days (after the initial email with Stephanie). The BIOS chip shows 2.20 which is the initial BIOS revision.  There is no beeps or video output so i'm unable to get into the BIOS to do any kind of updating to support the new Kaby Lake which is my first guess at the problem.  I've ensured that the mobo CAN beep by taking out the ram so it at least isn't completely dead.

Any advise on how to proceed?
