i could install the engine from this location:

https://downloadcenter.intel.com/download/25881/Intel-Management-Engine-Intel-ME-Software-for-Systems-Based-on-3rd-Generation-Intel-Processors-or-Above

but the file from asrock seems to be flawed:

hello,
 
i have an issue installing intel management engine. first, when i uninstalled the older version the pc froze and i had to hard reset it. after restarting the uninstallation could not complete anymore with a fatal error. i cleaned / removed the remaining installation, entries and such as good as i could. now, i am unable to install it again with a fatal error again.
