Your board must have at least the version 7.00 UEFI/BIOS version, or it will not POST. Check the CPU Support List:

http://www.asrock.com/mb/Intel/Z170M-ITXac/?cat=CPU

That is a limitation caused by Intel. All Intel 100 series chipset boards (like a Z170) must have a UEFI/BIOS version installed that has the Kaby Lake CPU microcode in it, before they can use a Kaby Lake processor. This is true for any Intel 100 series chipset board made by any manufacture.

The UEFI/BIOS chip on your board has a sticker on it with the UEFI/BIOS version from the factory. On your board that chip is just to the right of the four SATA ports. What version does it have?

It is not possible to flash the UEFI/BIOS with a Kaby Lake processor, sorry to say. We see this situation in the forum all to often.

You have two options:

The first is to somehow get a Skylake processor to use to flash the UEFI/BIOS to the 7.00 version. If you bought your board and CPU from a local shop, they should have known about this situation.

The second is to get a UEFI/BIOS chip that has the 7.00 UEFI/BIOS version on it. That chip can be replaced (carefully) by the user, it is in a socket so can be removed without soldering.

You can get the UEFI/BIOS chip from ASRock, or from sources like eBay, that have the 7.00 UEFI version. You can contact ASRock about the UEFI chip with their link for Repair/RMA.

I see that you are in the Philippines, so please find that link at the ASRock website for you part of the world.
