I got my motherboard/CPU checked at a local computer store and it turns out the motherboard is 100% dead. I'm looking at getting another motherboard off eBay so hopefully that'll work.

Regarding your case, we provide somesuggestions to try:

1.     Clear CMOS to load BIOSdefault.

Please checkuser manual p23 to clear CMOS.

2.     Please check power supply isplug properly and power supply switch is on.

3.     Only install CPU and one stickmemory to check if the system can boot into BIOS properly.

4.     Please try to install one stickmemory at A1, B1, A2 and B2 slot to check if the system can boot into BIOSproperly.

5.     Reinstall CPU and check if CPUsocket pin is fine.

6.     If it is possible, pleasechange another CPU or DRAM to check if the system can boot into BIOS properly.

No it's not a new motherboard. Recently it just stopped working so I've been trying all sorts of things to fix it.

I'm using a 4770k.

It's on the latest BIOS. 3.40.

Yes, the 4+4 power connector and the 20+4 power connector are plugged in.

This is a new board, and a new build? First time you've used this board?

What model CPU are you using? Many compatible processors require a specific UEFI/BIOS version, or they will not work at all.

What UEFI/BIOS version is currently in the board?

The CPU and GPU fans spinning are not at all related to the CPU working or not.

Do you have both the 24 pin ATX and 4/8 pin CPU power cable connected to the board? The CPU will not work unless the 4/8 pin CPU power cable is connected.

I would verify that the PSU is working correctly, and that both power cables to the board are fully seated.

My Z87 Extreme4 doesn't show any DrDebug LED and doesn't POST.
I've tried:
