My config: 
MB AB350 Pro4, 
CPU AMD Ryzen 5 1600, 
2x  DDR4 at A2 and B2 slots, 
Single VGA GTX 1070 at PCIE2 slot (x16), 
m.2 PCIEx4 SSD at UltraM2 slot (M2_1), 
2x SATA3 HDD at SATA3_1 and SATA3_2 slots, 
PSU 750W (85+ Bronze). 
Few devices connected throug USB3 ports on the back side of case, UBS3.1 (Type-C) is NOT occupied.

Issue: 
Checked in GPU-Z (latest ver.), in standby - "GPU supports x16 3.0, run at x8 1.1", runing bench and few games only incrase it to x8 3.0, but never seen  @x16. According to sensors I have reached bus load 98% max, at game. 
Is it just not switching to x16 because there is no need (Not a sufficient load, with a greater load it will switch), or there maybe some settings in UEFI. According to MoBo manual I have  pluged all right in their places (M2_1 disable only PCIE4 lines, and it should work as dual at x16 (PCIE2) / x4 (PCIE4).

Already updated to latest version UEFI of MB, VGA BIOS, VGA Drivers, AMD Chipset drivers.
