If you've never worked with a Windows PC, or never worked with PC hardware, you have a lot of learning to do. I strongly suggest you carefully read the manuals of your PC components, so you have some idea what needs to be done before you start putting it all together.

ASRock's Thunderbolt 3 card can be found on the page below:

http://www.asrock.com/mb/spec/product.asp?Model=Thunderbolt%203%20AIC#Overview

If you scroll down on the Overview page, you'll find diagrams illustrating the connection process of this Thunderbolt card on a mother board. In your case, you would connect this card to the video card you are using.

With your processor, you can put the Thunderbolt card in any of the four PCIe x16 slots, but one of the lower slots such as PCIE3 or PCIE5 is the best choice.

This card and any Thunderbolt card has driver software that must be installed, as well as a UEFI/BIOS setting to enable the card.
