your slot b2 is defective

either
the actual board is defective OR maybe there is an issue with 1 of the pins on the cpu

remove and examine the cpu pins also check no thermal paste on pins or socket and then if no good

rma the board

A1 + b1 boot ok (dual channel) 
Stick1 - a2 boot ok 
Stick2 - a2 boot ok 
Stick1 - b2 no boot
Stick2 - b2 no boot 

What can I do?

try using slots a1 and b1
and make sure the ram is actually fully seated

it is usually the fact the ram ISNT fully inserted correctly

and make sure both sticks are pushed in properly

these new am4 ram slots require a LOT more force to seat the ram properly

Are your ram modules in the correct slots? They should be in DIMM_A2 and DIMM_B2. Not side-by-side.
