So I did have a few issues after pulling the battery which I resolve by toggling power on my PSU or unplugging the power cable. That usually restored the BIOS splash and normal behavior.

When I get some cycles I will insert a fresh battery. I have a hunch that the dead one causes some unexpected behavior when it is in place.

I have had this issue for a number of years and with various different GPU cards. Currently I am using two 1080 Ti's. These are water cooled so removing a card just to get to the BIOS is extremely difficult!

I have reset the CMOS and removed the battery multiple times. It seems to work only briefly for me (one or two reboots at most). Additionally, all monitors are attached to a single GPU on top slot.

I just emailed ASRock support but wondering if anyone here might have additional info or advice.

Has been some time since I posted here. My ultimate solution was to remove the bios battery. After removing the battery, the BIOS splash is always displayed. Also make sure the monitor is connected only to the card in PCIE1 according to the manual. The manual can be found here:

I discovered the same problem as above after removing third card from the system. Putting the card back in resolved the issue.

Anyone know if there a specific slots to be used in 2 card configuration? After taking parsec's advice, it seems like the problem is solved. I just want to make note that I had to install BIOS version 2.20 twice to reach this conclusion with no variation in my method of flashing, but I am ok with that. The problem is gone.

They are both Asus GTX 1070s in SLI.

Do both video cards work fine when the PC boots?
Yes. Both cards do not show any problems while booting into Windows. It is a smooth boot.

I assume you are not using the Fast Boot option in the UEFI, set to the Ultra Fast setting?
You are correct.  I left Fast Boot disabled.

What type of drive are you using as the OS drive
The OS is on a M.2 SSD.

Have you ever used the ASRock Restart to UEFI program? 
Yea I tried it. The ASRock Restart to UEFI program works great with one graphic card installed. When two 2 graphic cards are installed however, I am met with a black screen. 

How did you install the 2.20 UEFI version, which method? 
I used the Instant Flash method.  I will try installing it again tomorrow.

So I decided to clear the CMOS. I removed the bottom graphic card. Before clearing the CMOS, I turned the power back on with only one graphic card installed and the ASRock logo appeared and I was able to get into the bios.

May seem like an odd question, but what type of drive are you using as the OS drive?

Have you ever used the ASRock Restart to UEFI program? You run it in Windows when you want to restart the PC and go into the UEFI/BIOS automatically. It only works for Windows 8, 8.1, and 10. I use it all the time, very convenient. If it will work for you when using two graphics cards remains to be seen, but it would be an interesting test.

How did you install the 2.20 UEFI version, which method? You could try installing it again, using Instant Flash, in case there was corruption of the UEFI for some reason.
