Greetings, this is ASRock TSD.


According to your question we provide some suggestions for verifying:
 
1. Please enter to BIOS setup and then press [F9] to load BIOS default setting.
 
2. Please make sure the fan is installed at the correct header.
This board offers four 4-Pin Fan headers for CPU/Chassis fan. 
And also refer to user manual page.6 for the actual location:
It is okay to install a 3-Pin fan to 4-Pin fan header:

3. Please install the fan to other fan headers to verify.
 
4. If possible, please install other fans to the fan header to verify.

I try to plug the fan case that match AB350 Gaming K4 cha_fan. 
But it still not spin.
Please help!
