dzony, I don't think there is such a thing as "normal FPS". If you mean stable FPS (without framedrops), then there's no clear cut answer to that either. That RAM is awfully slow, however. I looked at your motherboard's memory QVL, and the memory support doesn't look great. Furthermore, the good kits (1866MHz and 1600MHz with 8GB or 4GB modules) seem to be out of stock in several places. These are the kits I would personally try to look for:

KHX16C9P1K2/16
KHX16C10B1K2/16X

However, even Kingston's own webshop doesn't offer anything but generic single modules for your motherboard:

The prices on those sticks are pretty steep as well. Even though I think getting more and faster RAM could help with some of the issues on your system, I'm not sure it's worth paying a lot for. It might just be better to start saving up for a new rig altogether (except for the GPU, which is fine for 1080p gaming unless you insist on maxing out the settings).

run gpu-z in background, when u get those fps drops check your gpu usage, if its over 90% than your gpu might be bettleneck
if its below, then your cpu is weak

btw fx-6300 should be able to go to 4.8ghz on air cooling

I'd say the issue is having AMD hardware. H1Z1 uses the Forgelight engine and users with AMD FX-line CPUs have apparently experienced frame drops also in other games that use the same engine (such as Planetside 2). The engine is probably optimized for Intel CPUs and doesn't really know how to best utilize AMD CPUs. GTA V on the other hand seems to experience frame drops and stuttering on various kinds of hardware, so it's game engine is probably just poor in general. You can probably find tips and tricks on how to make the issue less severe on both games if you just do some digging.

Overclocking your CPU and RAM could help a bit, but I doubt it would make a big difference... Are you running your system at stock clock speeds and if so, what is your RAM speed currently? Do you have a single 8 GB stick or two 4 GB sticks?

Interwebz state the PCIe slot is 2.0 x16, IDK if true.

I think the issue is with the drivers.

My suggestions - try to disable the on-board GPU if possible. Re-install Win 10 after that. Plop the latest drivers and report back.

AFAIK both GTA V & h1z1 are CPU-heavy games. Poor ol' 6300 is not a bad CPU by any means but I think these games need something beefier. You could check that with HWiNFO - run it in background and see if CPU core usage is peaking to 100% when you get the FPS drops. If your 1050Ti reports 100% load all the time then the problem is not with the GPU.

EDIT: it's always a good option to flash the latest BIOS and clear CMOS when swapping PC components.

The performance difference between the different PCIe versions should not be noticeable outside benchmarks in single GPU systems, at least not on NVIDIa hardware. See for example:

Since the bandwidth of your PCIe interface should not be saturated by the 1050Ti, I doubt it's the reason for FPS drops. What are your other system specs (CPU, RAM etc.) and in which games are you experiencing FPS problems?

While not a very old board, it does use the discontinued and no longer supported Nvidia chipset.

The PCIe x16 slot is a PCIe 1.0 interface, and a 1050-TI is a PCIe 3.0 card. A PCIe 3.0 video card is supposed to be backward compatible with a PCIe 1.0 interface, but you will not get the full performance from your card, since the interface bandwidth of PCIe 1.0 is much less. Using an x16 slot, PCIe 1.0 has ~25% than PCIe 3.0.

Also, older BIOS versions may not support a new video card. Update to the latest BIOS version if you do not have that installed now. But some older boards don't work well with new video cards, so it is difficult to know if you card will work or not. Since it uses the older BIOS firmware, rather than UEFI firmware, it may not work.

Did you try using the card and it did not work?
