Check your FIVR voltage settings.  Fiddling with some of the CPU options inserts wonky fixed voltage values in that menu and they do not reset when setting the CPU back to Auto.

I have TB 3.0 working on my 7820X / X299 Taichi.  However, it's not behaving properly.  Should be:

- Max turbo 4.5 on 2 favored cores
- 4.3 any core turbo
- 4.0 all core turbo

Mine is:

- Max turbo 4.5 on 2 favored cores (though bounces between 4.5, 4.0, and infrequently 4.1)
- 4.0 any core turbo
- 4.0 all core turbo
- 3.7 AVX workloads (Prime95)

I used CPU-Z and HWInfo64 to monitor the speeds, both give the same results. I would run the CPU-Z benchmark to exercise all cores and Cinebench in single thread mode to test to see if Turbo 3.0 was working. 

Everything related to clocks are set to Auto, so that does include the CPU Ratio and Mesh Max ratio. The CPU does move around in frequency from 1200 to 3600 but still never exceeds 3600, even with just a single threaded task. 

I tried enabling SpeedStep with both enabled, I tried Disabled, Native mode, and Out-of-Band mode also for the SpeedShift. The app is running and enabled. I think the app itself works because process affinity does go to the favored core when Cinebench runs. 

Temps seem normal. It's weird.

What program(s) are you using to monitor the core speeds in Windows?

Are you running any stress test programs to put a higher load on the CPU?

You said everything is set to Auto in the UEFI, do you mean options like CPU Ratio and CPU Mesh Max Ratio?

You have Turbo 2.0 and Turbo 3.0 specifically set to enabled, with the others on Auto, correct?

Did you try enabling SpeedStep with both Turbo options enabled? Your processor and other Skylake processors have Enhanced SpeedStep that may behave differently with Turbo.

Did you run the Turbo 3.0 application in Windows and select/enable the chosen core for the Turbo 3.0 speed of 4.5GHz?

Does your CPU and core temperatures seem normal?
