FYI, I did try the fresh install first with Win 10, figured I had nothing to lose. Got an RMA from newegg, sent the AsRock board back and put in a TUF Asus B350M Plus gaming board. That did the trick, everything works fine.
You have to manually do it thru Device Manager. Seems to be a common problem across the board.
The AMD driver made no difference in my cd player. Newegg has given me a RMA and I have a Asus Tuf B350M Plus Gaming coming which should arrive tomorrow. My guess is the cd drives may be destroyed now just by the sound they make and slowness they are working at. Thank both of you for your input. As far as windows 10 activation, write your key down. Mine deactivated because of all the hardware upgrades. Had to call MS support, explain what I had done then got a new key. Royal pain to go thru.
There may be some country-specific terms and conditions.

If you had Win 10 on this PC once, the PC is forever entitled for it. Don't worry, even if for some reason Win 10 doesn't want to activate, you'll still have it as a 30-day trial, which is more than enough for the troubleshooting.

EDIT: always touch metal chassis or water pipes (or similar stuff) before touching PC components. Best option - use antistatic mats and bracelets.

What I meant before is
- Disconnect ALL cables, fans and peripherals from the PC. This includes the RAM, GPU, CPU, etc.
- If you don't have thermal grease for the CPU, or some cleaning stuff, just make sure the CPU and its cooler are seated properly.
- Take out the motherboard and leave it on a wooden table or something non-conductive.
- Re-seat the CPU, RAM and other stuff in the mobo. Re-connect all the cables and stuff to the mobo again.
- Check mobo manual to see the proper slots for your RAM.
- Connect only the PWR_BTN of your chassis/case to the mobo, so you can power it on later.
- Download the latest (P3.30 I think) UEFI
- Reset the CMOS with the battery taken out.
- Flash the latest UEFI.
- Reset CMOS again.
- Install Win 10.
- Install AMD chipset drivers from https://www2.ati.com/drivers/17.40/amd-chipset-drivers.exe

If this doesn't help, I'd suggest you RMA the mobo.

Edited by zlobster - 25 Dec 2017 at 8:36pm

How would I flash a bios outside of a PC? Have to admit that is a new one on me. Machine is not O.C., have no need to, strickly used for desptop applications. You are correct, sata is basically plug and go
Also, SATA devices need drivers in a few select cases. Otherwise they are plug-and-play.

Here is what I suggest:

- take out the mobo from the case; leave it on a wooden surface
- DOS-flash the latest UEFI for your board
- clear the CMOS with the battery taken out
- fresh install a copy of Win 10 (official sources are best)
- install AMD chipset drivers from AMD site!

Let us how it went after all this. In the meantime, please open a ticket with ASRock support as well.
