Asrock z270 extreme4
Corsair Vengence LPX 2x8gb 3000MHz (Shows compatible)
i5-7500
Corsair 650W and Corsair 750W tried

When I power it up everything spins up, lights turn on, it resets and then the leds on the Mobo (under the asrock shield by sata cables and to the left of the processor fan as well as the purity sound logo) pulse slowly in a 4 second rotation.

I?�ve tried 2 PSUs, a 650 and 750.
I have tried ram individually in each slot, I?�ve tried Corsair Vengence LED 2x8 2400MHzRAM.
I left my graphics card out of the build and attempted to use on graphics, using both HDMI and VGA connections.
The 8 pin is connected properly as well as the 24 pin.

Can someone make a suggestion before I RMA and try a new Mobo, or processor?
