I got the same issue when I build my PC. The light on the motherboard is flash, but when pressing the power button, nothing actually happened, clear CMOS 5 times, it doesn't work. I had solved this problem by clear CMOS it did work. Dude is right.

Rip all the stuff off, EVEN the CPU. Clear CMOS once again and try booting. You should see the error codes and beeps. If you do, start putting stuff back in and check how beeps are changing.

Did you try taking the mobo outside the case and see if it will boot then?

It could well be the CPU, what TIM did you use though? Tried clearing the cmos 50 times. Took the battery in and out dozen times. That can't be good.

did you check the CPU socket and mobo? Did you try clearing the CMOS?
