every X model is hand picked as it has to XFR to go for high numbers :P
got 1600X here 4.1Ghz all cores 1.375v
as for cooling...i doubt u get some high clocks on air
at 4ghz it eats ~165watts under full use...air cooling topps out at 150watts i tihink? but even with those monsters temeprature isnt ~up to 50C
as for vrm ...well ...my mobo (fatal1ty x370 gaming x) has some kinky flat vrm heatsink design...which was replaced be something more capable :)

The stock Spire? 4ghz? Bwahahahaha........ Prolly heat bringing things to a standstill there. Did you notice your temps at 4ghz @ 1.375v?

I have a Corsair H115i over mine. Plus the required aux fan blowing over the VRM section.

as for your system wardog is right windows based tweaking isnt as ideal as the hype leads you to think

have you tried the 'P' state overclocking method ?

you can set stages of voltage depending on workloads

i was able to get below 0.500 volt on idle on my 1700 non X

but sorry i must say (excuse me its a habit of us old guys) but if as you say 3.9ghz at 1,35v 'stablish'. then the overclock isnt successful, it still needs tweaking, otherwise the dam things will let you down and corrupt data ,usually at the exact same time a windows update is re-writing something in the registry from updates or something
i would advise less speed eg 3.8 or a bit more volts

So let me explain again below comments in my original post suggesting that I DID a lot of OCing in the Bios before coming to that conclusion that it would be better from a Power consumption point of view to use A-tuning instead

I have seen lot of people on forums having had issues with Windows and AMD Power plans so I was seeking for Asrock PRO4 users confirmation, thats all

as per my OCing skills, lets say I am in my 40s and that is just the 4th or 5th rig I have built and OCed myself (CPU,RAM,GPU) so hoping I am well advanced with my learning curve.....

After lot of testing and tweaking, decided to use A-tuning to OC my CPU rather than doing so in the BIOS since Ryzen balanced plan or the windows ones were not really decreasing Wattage consumption at idle or during low CPU load.

You should too. Learn BIOS OC'ing. Much more finer tuning from within the BIOS.
