Hmmm, the A10-9700 is only a 65W proc.

Are you overclocking?

You did remove the protective plastic that was on the bottom of the HS/F after you removed it from the box and before mounting it, right?

2 Sticks Corsair Vengence LPX RAM 8GB ea, DDR4 240Mhz

The concern is that with the cooler that came with the CPU, the temp, AT IDLE is 74C

That seems too high to dare to try to use the CPU for even common tasks ?
