The snag has been solved! sorry for the delay and thank you very much for all your help, I learned a lot here.

ROOT CAUSE : BAD GPU.

Honorable mention to wardog Beer

This computer will serve mainly for music production and I'm satisfied overall but I had to abandon the idea of overlocking for 2 reasons: 1. Unconfortable noise. 2. Extra heating hard to handle on a mini itx. Also, I did not even knew that the VRM heated so mush. So you can consider that for your future builds.

I've never been one to build HTPCs. Especially ones based on ITX or M-ITX boards.

Which is exactly why asked what I did.

ITX boards are notorious for being crammed tight. IMO, in a small case with prolly small quiet fans there prolly isn't any or much air going over the VRMs now that an AiO WC is used. Only worsening a bad situation.

Agreed, The Bitspower block designed for that board additionally cools the VRMs. This is a common issue when water cooling in a small case with ITX boards, due to the size of the board and space limitations the VRM section is usually pretty small (tho the 299 ITX is beefier than most) and cooling is tricky to implement as large heat sinks would take up real estate on the board and cause components to foul on them. 

Try placing a fan over the VRMs, to test you can just rest it carefully on top of your block and IO backplane. If that sorts you out then you will need to figure out a way to improve airflow in that area.

The moherboard ASROCK X299E-ITX/ac don't have integrated graphics.

I will be able to test a new GPU tomorrow but I have the feeling it's not that.

UEFI updated to L1.03, same problem.
