No, that's at 5%. I tried 0% also, but it didn't change anything.

Also, the energy report tells me that no selective power saving doesn't work for any of the USB ports.

make sure that in advanced power settings, minimum processor state is not at 100%. I'm having trouble with the c-states on this board, using a 8700k and the current 1.40 bios release.

No matter how I set up the energy saving options in bios, "auto" or "enabled", the CPU won't enter any of the lower c-states. C3-C7 definitely don't work so far.
I can see clockrate changes, voltage changes, but the parts of the CPU never turn off. 

I tried installing the current Management Engine, didn't help either. Windows 10 is the most current version also.

Any ideas what could cause this? Thanks!
