Seems you're doing everything correct. I also have the Asrock AB350M Pro4, our issue is different, just random constant freezes leaving a static image on the screen requiring a forced reboot / or shutdown, sometimes with no display following, and needing another reboot. There are a variety of issues across reddit and newegg on this board, I'd also recommend looking into PCI-E compatibility, as it's different with amd and nvidia gpus. But I can't see why even a 1030 would cause a problem, the issue may be elsewhere.

Lemme know how your issue progresses! Personally, I'm getting an ASUS b350 tuf matx board as I've seen people rma this with their crashing issues persist.

When I power on the fans run for about 60 seconds, nothing is displayed on the monitor. Then after the 60 seconds the fans will stop and it will appear to reboot itself. The case does not have a system speaker so I have no way to know if an error code is coming out that way.

MB: ASRock AB350M Pro4 AM4 AMD Promontory B350 - https://www.newegg.com/Product/Product.aspx?Item=N82E16813157762

CPU: AMD RYZEN 5 1600 6-Core 3.2 GHz - https://www.newegg.com/Product/Product.aspx?Item=N82E16819113435

PSU: EVGA 600 B1 100-B1-0600-KR 80+ BRONZE 600W - https://www.newegg.com/Product/Product.aspx?Item=N82E16817438014

GPU: EVGA GeForce GT 1030 DirectX 12 02G-P4-6338-KR 2GB 64-Bit GDDR5 PCI Express 3.0 - https://www.newegg.com/Product/Product.aspx?Item=9SIA2F862J0468

SSD: Crucial MX300 1TB M.2 (2280) Internal Solid State Drive - CT1050MX300SSD4 - https://www.newegg.com/Product/Product.aspx?Item=N82E16820156155

Memory: GeIL EVO FORZA DC 32GB (2 x 16GB) 288-Pin DDR4 SDRAM DDR4 2133 (PC4 17000) - https://www.newegg.com/Product/Product.aspx?Item=N82E16820158185

Have tried the following:

1.
