osewill rc-505 card usb3 problem on x370 taichi ?

it cannot use usb3. I had new driver and use in pcie 1x slot on top.

How can i do?  

Device Manager : This device cannot start. (Code 10)

The specified I/O operation on %hs was not completed before the time-out period expired.
