Can the 2 usb 3 headers and the 3 usb2 headers all be utilized at the same time?

I have two different front panel usb3 interfaces from kingwin pluged in. One also uses a usb2 header for the card readers. If I have both pluged in,  the usb ports only seem to recognize usb2 devices. If I disconnect one of the usb3 headers then usb3 devices are again recognized.
