Try another PSU, fans spinning doesn't mean the PSU is functioning correctly, only
that 12v power is getting to the fan and even that could be low, it would be hard

I have asrock H97M anniversary for intel cpu motherboard. The problem is suddenly it wont boot up, no video input. The cpu fan and psu fans are on.
