I have the same issue, literally people in discord were saying that every time I spoke it buzzed. I just moved my headset to the front jacks and it works perfectly. I'm not happy about this but it did resolve the issue. I recently built a new rig and have been experiencing similar issues as you describe.

Build:
i5-8600k
Asrock Z370 Fatality Gaming K6
EVGA FTW2 1080
Seasonic Focus Plus 650W

I first noticed noise coming through my headset the other night while playing PUBG. It almost sounded like an RC car and both the in/out (green/pink) on the back of the motherboard were picking this noise up, as my friends were also able to hear this buzz via Discord.

This noise was more noticeable in-game while my video card was under load. When going back to the main menu of a game, the noise would almost disappear... Although I could also hear a slight "eeee" noise as you describe when sliding windows (i.e. a browser for example) around on my screen.

I would also like to know of a possible solution.

I've got a Z370 Taichi running with an i7 8700k and an EVGA Geforce GTX 1080 TI.  The power supply is a high quality "Seasonic 1050".  Today I plugged in a pair of Audio Technica ATH-A900 headphones (fairly expensive high end headphones) into the green "Line Out" port on the back of the motherboard.  The result was less than ideal.  I could hear my graphics card.  If I move the mouse, I'd hear a tiny "shhhhh / eeee" noise.  If I drag windows around, same thing.  Anything graphical that occurs on screen makes a noise.  Even if I didn't interact with the machine in any way I could still hear a fuzzy background noise.

Some googling suggested that this is caused by electro-magnetic interference (EMI) from the graphics card getting into the sound system on the motherboard.  Is there anything I can do to correct this?  Because in it's current state I can't stand it.  The motherboard advertises high end audio with gold components, shielding, high signal / noise ratio, etc, but it seems mine isn't delivering on that.
