I have always disabled cstates and AMD cool and quiet. I also run a fixed vcore for my 1700X at 3.8. with both 460 and 461 windows would no longer read the CPU Speed correctly it would say 3.4 and I would get audio popping with black screens with a Vega 56. Rolled back to 440 and back to normal. ]]>
