Can you test (should be 3.2v) or replace the cmos battery ? Some boards will not boot if the battery is weak or dead.

Hi,
i have a pc based on Z97E-ITX/AC motherboard that worked well until yesterday when after a period of about two weeks that was turned off I turned it on and the pc was restarted continuously every 2 seconds.
In particular, the CPU fan starts for a few seconds, the disc LEDs light up, no image appears on the monitor and after a few seconds everything is restarted.
I changed the power supply but I did not solve it.
I tried the pc disconnecting all the disks, without video card, without cpu, but it does not change, I always get the same behavior.
I tried to clean the CMOS also removing the battery but it does not change anything.
Somebody help me, please?
