Good deal, GSync will cause the GPU to loose load.

Thank you all for good tips. I think Taichi X399's VRM temp is still lower than every other x399 mobos out there, so didn't think of cooling them.

However, the culprit was G-SYNC.
I turned off G-SYNC while OBS streaming + recording games, the stuttering and decline in FPS is gone.

Can't believe I paid extra for G-SYNC monitors and Titan Xp for stuttering experience.

Yeah the 140mm is just too big, it covers the water block etc. the 40mm fits nicely in that little nook created besides the water block. Tan, that fan lays there like it was designed to belong there. 140mm Fractal.

When I was doing 3DMark runs in my Sig @ 4.0GHz that fan made the world of difference.

I have mine as a 40mm fan, fits much nicer. As far as VRM temps it did lower under extreme load 5c to 90c but that needs extreme load to get there. I used to idle at about 32c now idle at 28c. Under real world high loads usage never above 55c now under about 45-48c.

As far as CPU, when the frame rate drops if usage of the GPU does not drop significantly at the same time usually then the CPU is not the throttle cause. Na. Case mounted fans don't "get' it. All AiO cooler manuf's now say to install one like I have done in the pic below. Mind you, it's far easier to do here in the cavernous Tt Core X9 case as the MB resides horizontally.

@TANWare, GPU usage doesn't get stuck at 80%; I just make sure that the maximum doesn't reach over 80% for OBS frame processing + streaming. I tried 100% fan curve for Titan Xp, temp lowered but GPU usage remains so I don't it's thermal throttling.

@wardog I already have 120mm x 3 radiator on the top + 140mm on rear side of the case. The rear fan runs at 980 RPM though. I'll try it with 1500+ RPM fan and see if it makes any difference.

If water cooling, place a 120-140mm fan SAFELY and SECURELY over the VRM section between the processor and rear I/O shield and report back

Hi,

Strangest thing I'm experiencing.
I use OBS to stream my games while recording.

My Threadripper 1950x never reaches over 68C. My GPU is at 71C. Overclocked to 4GHz @ 1.4v.
But after an hour of gameplay, I see the framerate reducing, then game stutters for 0.5 seconds, drops frame in half (160 to 90 fps for a seconds). 

No matter what I do, after an hour of gameplay + streaming, I get frame drops and stutter.

I'm using LLC 2 for CPU, then auto for the chipset.

DDR4 3200 stable at 1.36 (14-14-14-34). Prime95 and memtest ran for 8+ hours, no errors.

Titan Xp GPU usage is well under 80%.
VRM temperature goes upto 67~68C.
