Had the same issue, problem was that i put my Storage on Sata3 A1, switch to Sata3 _4, normal Sata Port now problem is gone.

Ok, disassembled everything, assembled the machine and everything is working correctly for 3 days already.

Sounds like you have the Power Saving features turned on in Windows that the motherboard does not like.
Go into Control Panel > Power Options and change the Profile to Balanced. Restart Windows and check Power Saving settings again to make sure they look OK but do not enable Hibernate or sleep.
Restart into Safe Mode and see if it boots ok.

I also cannot turnoff or restart in safe mode. I get blue screen with driver power state failure.

If I put the machine in sleep or hibernate, I can wake it up (keyboard led is turned on), but gpu does not work.

Boot drive is Samsung EVO 850, Ram is G.SKILL 16GB KIT DDR4 3200MHz CL16.

I've tried resetting BIOS but that did not help.

As for this being Windows issue...I did try to use Live Linux and the machine was shutdown properly. however, I've only tried it once which proves nothing as sometimes (every 10th time) I am able to turn off the machine from Windows.

I've had the problem after clean W10 installation and I still have it after installing all drivers.

Is it normal that I am unable to enter the Bios for 10-15 seconds when machine is starting?

I press F2, wait 10 seconds and then I enter the Bios.

It does not sound like a motherboard issue, sounds more like a driver or Windows issue.
Please list what your boot drive is and what ram you are using (I know you tested it but would be good to know).

I suggest you reset the BIOS and then go set Boot order, do not change anything else. Try Windows again and see what happens.
Also: did you install any mother board drivers ?

I am not able to shutdown or restart the machine from Windows.

When I try to do that, keyboard and monitor turn off, but machine continues to work for 3-4 minutes and then gets restarted. I am able to restart or shutdown by pressing buttons on the case.

Besides that, sometimes when I turn on the computer, it gets stuck for 15-20 seconds on the first screen and I am not able to go into the bios until it shows the loading screen.

Since 2 days ago, similar issue started to occur during regular work. Keyboard/monitor turn off, machine continues working for a few minutes and then turns itself off. This occured twice already today.

All this occurs on the stock CPU. I've tried overclocking it (cpu is delidded) manually by using the 4.7 preset and my temps were 10-15 degrees higher than expected. If I try running Prime95, temps go into the 90+ range after a minute or two. That is not normal I think.

Things that I've tried so far:

- reinstalled Windows (to confirm that it is not Intel ME issue as service was not running after reinstall)

- turned off FastBoot, Sleep and Hibernate in Windows

- tested memory with MemTest, no issues found

- cleared CMOS

- upgraded BIOS from 1.10 to 1.80 (the latest one)

- turned off Ethernet and Sleep states in BIOS

- adjusted voltages manually in BIOS. This did solve the issue a few times, but not always.

- restart from safe mode. Machine gets stuck on restart screen and has to be shutdown manually

I really think that there is something wrong with my MB and things are getting worse and worse - first I was not able to shutdown, then I was not able to restart too and now it stops working during regular work.

My machine - 8700k, z370 Taichi, CM V850, Aorus 1080ti Etreme, 2x Evo 850, 2x3.5 HDD
