the issue went from my i/o cover and pch, to it now being my ram rgb

using openrgb, my pch and i/o cover rgb is red when green, and green when red

using signalrgb, my aio fans are red when green, and green when red

in bios, the pch and i/o cover rgb is swapped

resetting pc did nothing
uninstalling both rgb softwares did nothing

all cables are plugged in correctly. i check 3 times in a row

aio is an arctic freezer 3 using the 3 cable header, and not the all-in-one connector

every solution i found did not work
