According to your question, we provide some suggestions for verifying:

1. Please update to latest BIOS P4.80 for verifying:
http://www.asrock.com/MB/AMD/AB350M-HDV/index.asp#BIOS

2. Please unplug the LAN cable and check if the system was in Windows update.

3. Please refer to the user manual to clear CMOS. (Page 26)

4. If possible, please use another HDD with clean OS for verifying.

There are some problems in Fast boot option. 
I turn on Windows 10, and click the shutdown button. 
But computer did not power off. Windows shutdown screen, and soon monitor says 'no signal'. But computer power is still on. the fan sound and PC case power button still light. 
After that, I turn off the Fast boot option in Bios. And computer works perfectly.
I think Fast boot option has some problem.
