An 00 error is CPU related, usually caused by not connecting the ATX 12v 8 pin PSU wire to socket at top left of the motherboard. See the manual section 2-6, page 27 (of the online manual) and verify you have both ATX powers connected. If they are then you could try removing the CPU, check for bent pins in the socket, reinstall cpu. It also could be a faulty/incompatible power supply but that is rare.

Seagate 1TB HDD
Seasonic M12-II 750W PSU
Corsair Obsedian 450d


In Cabinate: when powered up Dr. Debugger shows 00 error code, CPU fan keeps on spinning, chasis fans keep on spinning, and nothing happens, just the 00 erro code

On Test Bench: when power button on MOBO is pressed, the cpu and chasis fan power up for a fraction of secong. Dr, debugger shous 00 error code for and instance and tets unit shuts down.
