I have tried all viable solutions - different RAM speeds, Default RAM speed without OC, MCR Enabled/Disabled, CPU voltage settings, reseating RAM sticks etc.
I do not have time to test all possible settings outside the scope of regular troubleshooting.

Almost always cold boot hangs, needs a restart and even then it is not guaranteed to POST. Warm boot is fine.

Yesterday I installed a different RAM kit, it works fine so far, zero boot issues on several tests. I need more time to test cold boot routines to confirm it is working.

Hi!

Please try the following:
Enter the BIOS menu, load the EXPO profile DDR5-6000.
Then, go to DRAM speed and select DDR5-5600.
This way, the RAM will work with the EXPO voltage & timings, and only the DRAM speed will be a bit lower.
Save changes & exit BIOS.

Then, test the system with MemTest86 (it will take a few hours to complete).
You'll need to create a bootable USB stick for it, and boot with it.

For context:
Your CPU, just like mine (R9 9950X), is guaranteed to run with DDR5-5600!
Going above that speed is not a given!
It's all about the silicone lottery:
Some CPUs can hit higher frequencies than the official spec.

Yes, BIOS is latest version currently 3.40.

This thread showed up in google search. I have a new PC with similar issue.

When setting up EXPO profile in BIOS OC tweak everything works fine until next boot. MCR and Power Down are ENABLED as recommended.
The problem is after the PC has been turned off for a while, POST fails. To fix it, I turn the power off and on again, then memory training is done and POST is successful.

Maybe there is a fault with CPU, motherboard or RAM kit? Or perhaps CMOS battery is dying or the PSU is faulty? Or there is voltage setting in BIOS that should be set differently? But the system is stable and passes OCCT stability tests apart from failing to POST after long power off.

Motherboard: asrock 650i lightning wifi
CPU: Ryzen 7600

Actually, you may right about the CPUs but it is same for almost all CPU models. They supports up to 5200Mhz. However, many users can use expo or xmp profiles for those CPUs.

After 1 month experience, I cannot understand why the issue (mentioned above messages) depends on the time. I have started to use system as you said. Expo profile is selected and RAM freq is set to 5200Mhz. it looks like solve the issue until today. I didn't plug in the computer since last week (around 4 days) and same issue comes up again.

EXPO & XMP are overclocking profiles.
No overclock is guaranteed!
That's why it says: "Up to 6400+ OC".
With other words, the manufacturer of the CPU only guaranteed 2x DDR5-5200, or 4x DDR5-3600, but usually (if you are lucky) you can achieve higher frequencies than that.

Unfortunately, that's the other side of the marketing coin!
