My PC is only able to turn on once or twice a week. The LEDs on the mobo turns on when turn on the switch but the fans won't start spinning when I press the power button.

When I'm able to on my pc, the clock is behind time (most likely at the point where it stopped working, around 1-3 hours). I am able to use it and play games on it for 2 days straight without turning it off and no problem occurs. However if I turn it off for a few hours, its unable to turn on again

PC config:
AMD 3 1300x ryzen 3
Corsair 16gb ddr4 (2*8gb)
Seagate 1tb hdd
Kingston 120gb ssd
Zotac gtx 1060 6gb
Evga 700b

I've updated the bios, unplug everything except for one stick of ram, changed psu, changed cmos battery and reset cmos and shorting the power pins but its still unable to start.
